Community of Practice

The Taqeem Community of Practice (CoP) is a collaborative approach to building capacity on monitoring, evaluation (M&E) and impact evaluation and to foster learning and cooperation among an action-oriented group of competitively selected youth-serving organizations in the Middle East and North Africa. Since 2009, the Taqeem Initiative has supported youth-serving organizations working across the Arab region, engaging representatives of these organizations in initial Evaluation Clinics focused on providing basic training in monitoring and evaluation methodologies.

Members of the CoP receive technical expertise focused on the development of individualized M&E strategies and the effective application of technology-enhanced, low-cost, high-impact monitoring and evaluation tools. In addition to learning provided through Evaluation Clinics, CoP organizations devise new and improved monitoring, evaluation and impact evaluation plans for their organizations. Small grants are provided to cover costs for critical expenditures to help the organizations implement their plans.

Below is a list of the current members of the Taqeem CoP:

Track 1: Impact Research

Youth employment organizations in "Track 1: Impact Research" are designing and implementing impact evaluation strategies which seek to establish causality between an intervention and the targeted labour market outcomes.  The proposed strategies combined regular results measurement with impact research approaches includes experimental and quasi-experimental designs.

CDC - Egypt

The Cairo Demographic Center provides training on various academic levels to persons working in the field of population in the MENA region.

CDC implements non-formal apprenticeship programmes for young women and men.

Taqeem provides assistance in the impact evaluation of the apprenticeship programme by developing methodologies to track the beneficiaries and producing a pilot study. >> Discussion forum

IZA and Population Council Egypt

The IZA Institute for Labor Economics and the Population Council Egypt have strong expertise in research on labour markets and development.

In partnership with three NGOs they implement NEQDAR, an empowerment training for marginalized young women in rural Upper Egypt.

Taqeem supports evaluating the impact of this programme on women's labour market involvement and socio-political empowerment. >> Discussion forum


The United Nations University - Maastricht Economic and Social Research Institute on Innovation and Technology conducts research on youth employment.

UNU-MERIT evaluates an intervention that provides young entrepreneurs Egypt, Lebanon, Jordan and Tunisia with co-working spaces, training and advice.

Taqeem provides technical advice to evaluate the intervention's impact on employment, business growth and network development. >> Discussion forum

ITC - Egypt

The Industrial Training Council supervises the TVET programmes of the Egyptian Minsitry of Trade and Industry.

ITC organizes job fairs to place young job seekers into decent work.

Taqeem supports a study on the impacts of these fairs on both advertising firms that aim at filling vacancies quickly and on jobseekers that look for stable employment and decent salaries. >> Discussion forum

Better Work Jordan

Better Work is a collaboration between the United Nation's International Labour Organization (ILO) and the International Finance Corporation (IFC).

BW Jordan aims to expand decent work opportunities in the apparel sectors by providing assessments, trainings and advisory services to apparel factories.

Taqeem provides assistance in a research project on the impacts of apparel factories outside urban centres on rural women's employment and empowerment. >> Discussion forum

MVTE - Tunisia

The Tunisian Ministry of Vocational Education and Employment aims at improving access to vocational training and employment.

Together with the University of Passau, the University of Tunis, UNU-MERIT and the International School of Business of Sfax, the Ministry pilots a nation-wide job search assistance and placement programme.

Taqeem supports a study that evaluates the impact on labour market activity and inclusion of young people. >> Discussion forum

AUS - UNRWA - Lebanon

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) provides Employment Service Centres (ESC) for Palestinian refugees in Lebanon that otherwise only have limited market access.

Taqeem supports UNRWA and the American University of Sharjah (AUS) in an impact evaluation on how successful these ESCs are in reaching and supporting the refugee population. >> Discussion forum

Track 2: Results measurement

Youth employment organization in the Results Measurement track are mainly implementing organizations such as public, non-governmental or private organizations with operations in one of the MENA countries. The organizations are dedicated to high quality results measurement practices with the goal of generating more and better evidence on the impact of employment and enterprise interventions.

ABA - Egypt

The Alexandria Business Association is a non-profit NGO and micro-finance institution.

The "Tomouh" pilot programme allows a select group of clients with promising businesses to borrow substantially larger loans than previously.

Through Taqeem ABA received expert support for the design of a results chain, clear indicators and M&E tools for this new loan product. >> Discussion forum

ITC - Morocco

The International Trade Centre is the focal point within the UN system for trade related technical assistance.

The ITC's Youth and Trade Initiative helps young women entrepreneurs in Morocco to enter international markets and global value chains.

Through Taqeem, ITC received technical assistance for the design of a full-fledged M&E framework for this initiative. >> Discussion forum

BDC - Jordan

The Business Development Center is a non-profit organization committed to fostering economic development and public reform in Jordan and the Middle East.

The Maharat Training and Employment Programme equips young people with skills and tools that the labour market demands.

Taqeem supports BDC's result measurement and M&E by creating logical results chains and indicators, by designing data collection instruments and by training staff. >> Discussion forum

NESU - Jordan

The National Employment Strategy Unit at the Jordanian Ministry of Labour is responsible of monitoring and evaluation of the implementation of the National Employment Strategy.

To improve working environments for women, one of the planned interventions promotes establishing day care centres in private companies.

The Taqeem Initiative assists NESU in conceptualizing a result chain, developing indicators and capturing the intended outputs. Furthermore, experts offered skills trainings to the NESU team. >> Discussion forum

Berytech - Lebanon

Berytech is the a technological pole in Lebanon that provides a conducive environment for the creation and development of innovative start-ups.

It supports young entrepreneurs with a wide range of services that include skills course, networking, mentoring and finance.

Taqeem offered expertise in data collection and results measuring to enable Berytech to showcase their results and improve M&E. >> Discussion forum

Rise Egypt - Educate Me

Realising Innovation through Social Entrepreneurship (RISE) is a global NGO and Educate Me an Egyptian non-profit foundation in the field of education.

Together, both organizations evaluate the cost-effectiveness and the impact of a project on early primary education.

Taqeem offers technical and financial support for building a cohesive data collection system and integrating M&E within the organizations. >> Discussion forum

EFE - Tunisia

Education for Employment Tunisia is a non-profit association that addresses youth unemployment in Tunisia.

The Build Your Business curriculum provides young, out-of school youth with the skills and tools they need to launch their own businesses.

In cooperation with Taqeem, EFE reviewed an improved its M&E system and result measurement tools for this  entrepreneurship promotion project. >> Discussion forum
